    Environmental Authority: Transformations and Relocations in Global Modernity = Autoridade ambiental: transformações e relocações na modernidade global

    As a public good, the environment has traditionally been handled by public authorities. However, with globalization conventional state environmental authority is transformed, relocated and deterritorialized. New non-state environmental authorities emerge. This paper conceptualizes the shifts in and relocation of environmental authority structures and illustrates this with examples from the fields of certification and labeling and environmental partnerships. While relocation does take place, new environmental authority structures are often mixes of state and non-state authorities.     Future Projections of Urban Waste Flows aand their Impacts in African Metropolises Cities

    This paper presents future trends of urban wastes and their impacts on the environment of African cities using plausible mitigation scenarios. To accomplish this, an integrated dynamic model for urban waste flows was developed, tested, calibrated and validated. Its parameter sensitivity was analyzed. Using population projection up to 2052 with different levels of technological implementation, policy enforcement and awareness raising, four runs were executed. The “business as usual” run showed that with no additional mitigation measures, the environmental quality in Kampala and Dar es salaam Cities deteriorates. The “more enforcement” and “more collection” scenarios showed good reduction in environmental loads but they perform less well in resource recovery. The “proper management” scenario that combines enhanced technological implementation, awareness raising and policy enforcement, produced the smallest environmental loads, and recovered the largest amount of resources. Thus, the city authorities, general public, community based organisations and Non-governmental organizations would have to increase their efforts in finances and commitment to improve the urban environmental quality and increase resource recovery

    During the past decades, the traditional state monopoly in urban water management has been debated heavily, resulting in different forms and degrees of private sector involvement across the globe. Since the 1990s, China has also started experiments with new modes of urban water service management and governance in which the private sector is involved. It is premature to conclude whether the various forms of private sector involvement will successfully overcome the major problems (capital shortage, inefficient operation, and service quality) in China¿s water sector. But at the same time, private sector involvement in water provisioning and waste water treatments seems to have become mainstream in transitional China

    Stagnating liquid biofuel developments in Russia: Present status and future perspectives

    It is widely acknowledged that Russia possesses enormous biomass resources (Hoogwijk et al., 2005). Its vast areas devoted to agricultural production and plentiful timber resources suggest good prospects for the development of liquid biofuel production. However, no significant advances in this direction have been reported till now. None of the numerous investment projects announced at the heydays of biofuel excitement in Russia (2006-2008) are at the moment commercially operating. There are no specialised plants for the production of bioethanol and biodiesel in Russia. Little is known of the reasons for this discrepancy between biofuel potential and actual development. In investigating this discrepancy, this article analyses national developments and investigates local dynamics through a case-study in the Omsk region. It is found that the reasons for this discrepancy are not related to technological incapabilities, but are to be found in the low policy and institutional priority given to non-fossil fuel exploitation and lack of market opportunities. Sprouts of second generation liquid biofuel technologies can be identified within the state system, but it remains to be seen how strong and how long these will be supported by the Russian stat

    Recent measurements in the North Atlantic confirm that the thermohaline circulation driving the Gulf Stream has come to a stand. Oceanographic monitoring over the last 50 years already showed that the circulation was weakening. Under the influence of the large inflow of melting water in Northern Atlantic waters during last summer, it has now virtually stopped. Consequently, the KNMI and the RIVM estimate the average . In this essay we will explore how such a new risk profile affects the distribution of risks among societal groups, and the way in which governing institutions need to adapt in order to be prepared for situations of rapid but unknown change. The next section will first introduce an analytical perspective, building upon the Risk Society thesis and a proposed model of ‘institutional flocking’.temperature to decrease by 3°C in the next 15 years

    Environmental Legacies of Major Events: Solid Waste Management and the Commonwealth Heads of Government Meeting (CHOGM) in Uganda

    Important political, cultural, or sports events can accelerate improvements in environmental policy and performance. This study investigates whether environmental improvements–and especially those related to solid waste–materialized during the 2007 Commonwealth Heads of Government meeting (CHOGM) in Kampala, Uganda, and whether these improvements lasted well after that event. A quantitative survey was used to investigate the state of solid waste management before, during, and after CHOGM, measured through the perceptions of urban residents. Interviews and documents were used to interpret survey results. The study concludes that additional resources and institutional changes in solid waste management in the lead up to CHOGM, resulted in considerable improvements. Some of these effects on solid waste management lasted up to at least one year after hosting the CHOGM event. In addition, CHOGM lifted the differences in perceptions of solid waste management between the city center and peripheral division

    Information Disclosure in Environmental Risk Management: Developments in China

    Entering the twenty-first century, China has been the site of many serious environmental disasters and accidents. These have strengthened the call for the establishment of an environmental risk management system and for the development of new policies to effectively manage risk. Among the new policies in China’s environmental risk management strategy are pollution insurance and information disclosure. This paper explores information disclosure policies through the implementation of the Environmental Information Disclosure Decree by governmental authorities and companies. In both 2008 and 2010, we reviewed the websites of the Ministry of Environmental Protection and all 31 provincial Environmental Protection Bureaus, conducted experiments in requesting information disclosure, and held interviews with all provincial Environmental Protection Bureaus. We conclude that the implementation of the Environmental Information Disclosure Decree is improving but still far from widespread, full and effective. The lack of enforcement and the ambiguity of some clauses in the decree give provincial environmental agencies great discretion to avoid disclosure and discourages enforcement of company environmental information disclosure. Implementation shortcomings of the decree are also related to the longstanding closeness, secrecy and monopoly of information in China’s political syste
